This report is based on the findings of a mission which worked in Kyrgyzstan from August 14 to September 2, 1992. It was composed of Mr. M. Mills (mission leader); Mr. D. Keesing and Ms. J. Falkingham (cash benefits specialists/economists); Ms. S. Marnie, and Messrs W. Hannon and B. Dahlborg (labor market, employment services and training specialists); Ms. A. Ransom (education specialist); Dr. J. Bobadilla and Mr. R. Ellis (health specialists); Mr. H. Mekonnen (poverty monitoring specialist); Mr. A. Marc and Ms. T. Proskuriakova (economists); and Ms. M. Gracheva (non-governmental organizations specialist). The work was carried out under the supervisory management of Messrs. R. Cheetham and R. Liebenthal, respectively Director and Division Chief. The draft report was discussed with the Government from March 2-4, 1993, and subsequently updated.
