Professor W. M. Williams first suggested that I should write this book after hearing a conference paper on which the last chapter is loosely based. My debt to him does not, however, end there: his presence along the corridor has been a continuous spur to complete the work more or less on time despite an ever-increasing teaching load; he has made very constructive comments on earlier drafts; and his swift reaction to the final draft of my manuscript minimized pre-submission anxiety levels.
Other debts need acknowledgement. Paul Wilding, first as teacher and then as senior colleague at University College, Cardiff, contributed largely to my social science apprenticeship. He acted as encourager, exemplar and intellectual stimulator. I hope this book, whatever its deficiencies, is some small repayment of his devotion of time, kindness and intellectual skills. The support of colleagues, and the incisive, if sometimes unwelcome, comments of students in the School of Social Studies at Swansea are gratefully acknowledged. Britain in the 1980s is, according to some commentators, a society in the grips of a process of fundamental social change. Radical right Conservative governments have, it is claimed, redrawn the boundaries of state involvement in civil society. Nowhere, it is argued, are these changes more evident than in contemporary attempts to roll back the state from involvement in welfare. This book is, in part, an attempt to understand the nature and scope of these apparent changes by contextualizing the study of welfare within a wider sociological analysis of state and society in postwar Britain.
Wright Mills, writing in the context of an American society in the throes of social change as far back as the 1950s, has suggested that to understand more fully the confusing collective and individual experiences of a society in transition there is a need for a quality of mind which he calls the sociological imagination.
It is not only information that they [i.e. those seeking to understand the social world] need It is not only skills of reason What they need and what they feel they need is a quality of mind that will help them to use information and develop reason in order to achieve lucid summations of what is going on in the world and what may be happening to themselves. (Mills, 1959)
