Dear Fellow Boater,
The mission of the United States Coast Guard Auxiliary, the uniformed volunteer component of Team Coast Guard, is to assist the Active Duty in the performance of its civil functions -particularly the promotion of recreational boating safety. The Coast Guard Auxiliary does this through its public education, vessel examination, and RBS Outreach.
This book is the text for one of the core public education courses taught by the Coast Guard Auxiliary - Boating Skills and Seamanship (BS&S). This course is a key component of a well-developed educational program that reaches from preschool through adulthood. The Coast Guard Auxiliary Public Education Program is the most comprehensive program available to pleasure boaters of today.
The 14th edition of the BS&S text continues our tradition of providing courses for quality classroom education to boaters. The National Association of State Boating Law Administrators (NASBLA) approves the BS&S course. Information contained herein is consistent with current knowledge and with federal regulations in effect at the time of printing. Your instructor will present supplemental material on applicable state regulations. Many insurance companies provide discounts to graduates of the BS&S course.
This text has been prepared at no cost to the United States government but developed by resources provided by the Coast Guard Auxiliary Association, Inc. Members of the Coast Guard Auxiliary teach this course. Coast Guard Auxiliary members are a well-prepared group of individuals dedicated to saving lives by promoting recreational boating safety. Their pay is the satisfaction of doing a good job and knowing they have helped other people have safe and enjoyable boating experiences.
I hope that you find this course both stimulating and enjoyable. Let me also urge you to take other Coast Guard Auxiliary courses and to consider supporting and even joining the United States Coast Guard Auxiliary. Visit our website at www.cgaiix.org to learn more about how you could help others.
Very respectfully,
Thomas C. Mallison
