Abused children. Handicapped children. Abused handicapped children. Putting these two topics together is an important piece of the puzzle that is protective services. What are the special risks faced by abused handicapped children? How does one investigate a child maltreatment case in which the victim is blind? mute? deaf? mentally retarded? confined to an institution? Are such children at special risk for being abused and neglected? Are they in greater jeopardy in "the system" once a report of maltreatment is made to a protective services or law enforcement agency? Are handicapped children at special risk for maltreatment?
This book brings together a diverse group of expertsto pool their knowledge and share their concerns. As a former Fellow at the Boys Town Center for the Study of Youth Development, Jim Garbarino was asked to develop and edit this volume. In this effort he was joined by Patrick Brookhouser, Director of the Boys Town National Institute and Karen Authier, Administrative Director of the Center for Abused Handicapped Children. Both are expert professionals experienced in dealing with the intricacies of both handicapping conditions and child maltreatment, Brookhouser from medicine, Authier from social work. The other authors represent developmental psychology, psychiatry, clinical psychology, education, child welfare, law, public policy, and journalism.
Boys Town's Executive Director, Rev. Val Peter, gave freely and generously of his support for this project. Secretarial staff at the Boys Town National Institute helped in the preparation of the manuscript. We believe this book will prove useful to those who seek to deal with abused handicapped children.
