The paths of African states have diverged markedly since the termination of colonial rule. Nevertheless, Ghana, the first African state to achieve independence, epitomizes both the political gyrations and the overall stagnation common to many other countries on the continent.
This work concentrates on the 19691982 period in Ghana, focusing on two interrelated facets of African politics: the decline of state power and authority, and adjustments to political recession. The author traces the dual patterns of diminution of the state and the adaptation of autonomous coping mechanisms in the separate spheres of political leadership, political structures and institutions, ideology, and political economy. The dynamic of state-society interactions is then treated in terms of the rhythm of dissent, conflict, and disengagement.
Dr. Chazan provides a comprehensive study of Ghanaian politics from the 1970s to the present. By systematically analyzing the process of political decline and regeneration, she highlights similar processes apparent elsewhere in Africa. The stress on the subtleties and direction of political change has important implications for policymakers and policy analysts alike.
Dr. Naomi Chazan is a lecturer in political science and African studies and coordinator of the Africa Research Unit at the Harry S. Truman Research Institute for the Advancement of Peace, The Hebrew University of Jerusalem. From 1980 to 1982 she was visiting scholar at the Center for International Affairs, Harvard University. Among her many publications is The New Politics of Participation in Tropical Africa (1982); she is also coauthor of Ghana (with Deborah Pellow; Westview Press, forthcoming).

Ghana has exerted a continuous attraction for generations of scholars enthralled by the richness of its past, the vitality of its people, the complexity of its experiences, and the promise of its future. During the twenty-five years since independence, Ghanaians have known hope and despair, abundance and scarcity, international recognition and external neglect, innovation and continuity, progress and underdevelopment. The past decade has been one of recession of a contraction of opportunities and a reduction in expectations. It has also been marked by a process of adjustment an effort to cope with, compensate for, and mitigate the effects of, political and economic retrogression.
The enormity of the difficulties confronting Ghanaians and the diversity of their responses to the problems of poverty and political uncertainty render any effort to trace and comprehend the contemporary Ghanaian condition at best tentative and preliminary. This book represents a first step in the direction of providing an integrative, synthetic, and additive updating to the literature on Ghanaian politics, which has yet to include a volume on the period between 1969 and 1982. Since Ghana has served as a microcosm of political processes in Africa, the study of its recent political fortunes might help to illuminate not only comparative political processes, but also some of the subtleties inherent in the analysis of political change.
My involvement with Ghana began in the late 1960s when I began to work on my doctoral dissertation at the Hebrew University; it has continued ever since. My three periods of fieldwork in the country (19701971, 1977, 1980), on specific topics, brought home an awareness of the intricacies of the Ghanaian political scene and the challenges it evokes. Therefore, in retrospect the decision to tackle some of the main features of recent Ghanaian politics appears to have been a natural outcome of close contact with things Ghanaian during a period of vacillation and turmoil in the history of the country.
Many Ghanaians extended hospitality, offered insights, and provided guidance while I was collecting material for this book. The interviews they graciously granted provide the foundation for this study. It is difficult to abide by the request of some for anonymity or to abstain from naming them all. I hope they will accept my heartfelt gratitude and forgive errors of judgement which, despite their instruction, have intruded into the analysis. I am also confident that, through their efforts, many of the findings included herein, which are phrased in the present tense, will be altered in the coming years.
My teachers and colleagues at the Hebrew University of Jerusalem have been an ongoing source of support and stimulation. Nehemia Levtzion awakened my interest in Ghana and furnished constant encouragement. My debt to him is great. Michel Abitbol and Victor Azarya have been steadfast intellectual companions whose part in this work is greater than can adequately be acknowledged. The Harry S.
