This report is intended to serve as the basis of the World Bank's support to the Government of Turkey in the implementation of its policies to enhance the participation of women in the economic development process. The report provides background information on the situation of women in Turkey, including legal and health issues, and examines Government strategies to incorporate women into national policies and programs. The main focus of the report, however, is on increasing and raising the quality of women's participation in the labor force. To this end, the report gives particular attention to enhancing women's labor skills and income earning potential through education, technical training and credit; and to opening their access to higher paying jobs in industry and agriculture.
The report was prepared by Sandra Hadler, based on the findings of a mission to Turkey in July 1991 and comprising also Professors Jasmeen Mohiuddin and Morton Stelcner. Valuable contributions and background reports were received from Bulma Aksit, Nedret Durutan, Yildez Ecevit, Omer Karasapan, Michael Mertaugh, Nurhan Sural and Tunc Uyanik. Helpful comments and advice were provided at various stages by Barbara Herz, Stephen Heyneman and William McCleary. Barbara Mondestin and Suzanne Zamora were responsible for document preparation. Though care and attention has been given to the use of statistical material, there are shortcomings in the data and, in particular, the historical labor data. The report is based primarily on official data but where appropriate and necessary it also uses estimates provided by various research institutes and outside official agencies, notably the OECD.
