Foreword

One of President Obamas most important advisors on China, the famous China hand David Lampton, once asserted that China and the United States of America are involuntarily engaged in a double gamble with history. While the United States seeks to maintain its political and economic status, China will rise to challenge the United States as another leading world power in the 21st century. China is required to bet that America will provide support and cooperation during its rise. America is required to bet that the rise of a strong China in the decades to come will provide America a strong, active partner with which it can shares its responsibilities in the international arena and which doesnt threaten its interests. Lampton has asserted that China and America have laid their bets, and that the stakes, at present, are rational. But when you bet, you run the risk of losing. The deciding factors will be the effort and insight of these two countries politicians and citizens.

In my opinion, the Sino-American competition in the 21st century seems more a game than gamble. Whoever can create more appealing fruits of development, and whoever becomes stronger faster, will win the influence necessary to lead and direct the progress of the world.

Whether game or gamble, the competition between China and the United States in the 21st century represents a new era in human history. Americatough but youngand China a strong and ancient nationseparated by the vast distance of the Pacific Ocean, are playing the largest game of global power in human history. If this is a gamble, these are two grand gamblers; if this is a game, these are two immensely powerful players. With their dominant roles on the Asian and North American continents, these two nations occupy leading roles on the 21st centurys global stage, and their competition will be a power game unlike any the world has ever seen. No matter the outcome, both countries will develop and progress in the struggle, human society will find new motivation and vigor, and the face and shape of the world as we know it will be irrevocably changed.

While America and China are indeed competitors, they are far from enemies or antagonists. Chinas dream is not Americas nightmare. The National Journal wrote in their article After America: Chinese Century, published on June 3, 2009: Does a Chinese Century mean doom and gloom for America? This is a widespread anxiety among Americans, but the case can be made that a Chinese ascension could be a useful spur to America. If America were to wake up one day and find that it was no longer number one, that the Chinese were now on top, then Americans might finally feel compelled to undertake the necessary changes that the country has so long resisted... [T]here is nothing in the logic of China being the number-one economy that suggests that the American economy cannot continue to grow at a healthy pace, too. Sino-American competition will be the defining game of the century, and for both sides, the process will be magnificent, the outcomes brilliant, and the effects lasting and far-reaching. China and America are playing to win the lead of the 21st century. The outcome will certainly set the world down a path to a new age.

Chinas Dream for a Century

It has been Chinas dream for a century to become the worlds leading nation. Its a dream that combines the ideals of three of Chinas greatest leaders: Sun Yat-sen, the architect of Chinas republican revolution, Mao Zedong, the founder of the New China, and Deng Xiaoping, the designer of the Reform and Opening Up of China. The commonality of their struggles is that each aimed to build the Chinese nation into the worlds leading nation.

But what does it mean for China to become the worlds leading nation? First, it means that Chinas economy will lead the world. On that basis, it will make China the strongest country in the world. As China rises to the status of a great power in the 21st century, its aim is nothing less than the topto be the leader of the modern global economy.

I. China Strives to Be the Worlds Most Prosperous Nation

Sun Yat-sen lived in an era when China was one of the weakest nations in the world. He demanded that China become a nation of determined gentlemen, determined to ensure that China become the worlds most prosperous nation, a call he issued to each of Chinas 400 million citizens. His pioneering spirit inspires and surprises Chinese people even today.

Rebuilding China

Sun Yat-sens ideal for China was to do more than just keep pace with the United States and United Kingdom; he challenged China to surpass them. In 1894, in his petition to Qing viceroy Li Hongzhi, he put forward his national reform agenda. He called for China to become a nation where the peoples talents are put to best use, where land is put to best use, where material assets are put to best use, and where goods can be easily distributed to where they are needed most. He thought these were the most important tenets on a path to prosperity; these were the most important tools with which to heal the country. With these four elements in place, China would outpace and exceed Europe. Sun Yat-sen repeatedly stated that by implementing the Three Principles of the People, China would create a nation that could race past Europe and America to become the worlds most prosperous country.

Turning China into a country of the Six Utmosts and Four Mosts was the goal he spent his life fighting for. The Four Mosts included the most strength, the most wealth, the most uncorrupt and just government, and the happiest citizens in the world. The Six Utmosts included the utmost size, the utmost excellence, the utmost progress, the utmost dignity, the utmost wealth, and the utmost security and happiness. To Sun Yat-sen, China was a nation where these two groups of superlatives would one day become a reality.

Ensuring that mankinds most glorious feats would be the achievements of the Chinese people was Sun Yat-sens most important mission in life. He also said that advocating peace and harmony while ensuring the greatest possible happiness for everyone on earth was up to China to guarantee. This meant more to him than simply looking out for the interests of one people or one nation; it meant supporting the needs of humanity.
