Preface
The 1980s were characterized by an unprecedented peacetime military buildup. While the buildup focused on new weapons and increases in force structure, it also involved new demands for land. Nowhere has the military's demand for land been more of an issue than in the deserts of Nevada.
This book began as a paper written for Dr. Earl Kersten's Geography of Nevada course at the University of Nevada, Reno, in the spring of 1987. It is the result of a study of planning for military ranges. This includes such land uses as the Navy's "Bravo" bombing ranges, Air Force missile sites, and National Guard tank training centers. Military land use planning is controversial and has always been a highly visible issue in Nevada and other western states.
Military ranges involve the intensive and often destructive use of more than 16 million acres of rural lands nationwide, including more than 4 million acres in Nevada alone (Map 1). Many of these ranges include intensive air space use as well. In Nevada, approximately 40 percent of the air space is designated for military use (Map 2).
The military expansion initiated by Ronald Reagan in 1982 has resulted in more intense use of existing ranges and more demand for new land and air space. Controversial proposals for land and air space acquisition were developed by various branches of the armed services in California, Idaho, Kansas, Maine, Montana, North Carolina, and Utah. projects because of its sparse backcountry population, vast federal acreage, and favorable climate. In a briefing paper to acquaint Governor Robert Miller with military issues in Nevada, his staff identified the following Department of Defense activity between 1984 and 1989:
