The Economic Development Institute (EDI) was established by the World Bank in 1955 to train officials concerned with development planning, policymaking, investment analysis, and project implementation in member developing countries. At present the substance of the EDI's work emphasizes macroeconomic and sectoral economic policy analysis. Through avariety of courses, seminars, and workshops, most of which are given overseas in cooperation with local institutions, the EDI seeks to sharpen analytical skills used in policy analysis and to broaden understanding of the experience of individual countries with economic development. Although the EDI's publications are designed to support its training activities, many are of interest to a much broader audience. EDI materials, including any findings, interpretations, and conclusions, are entirely those of the authors and should not be attributed in any manner to the World Bank, to its affiliated organizations, or to members of its Board of Executive Directors or the countries they represent.

Foreword
This training manual is designed to introduce students, especially those from developing countries, to the use of simple economic tools in the analysis of projects in the health sector. It is an outgrowth of the case approach to learning used for many years at the Economic Development Institute of the World Bank. Indeed the manual includes revised versions of two cases originally written for the Institute over a decade ago. The manual is not intended to be a textbook of health economics, but it can usefully serve as a supplementary text in a course concerned with the economics of health sectors in developing countries.

The material in this volume comes from many sources. Where others have participated, their co-authorship is indicated at the appropriate place. The material owes a particular debt to David de Ferranti, who, in addition to co-authoring chapter 2, conceived of the "memorandum" approach to teaching project costing in chapter 3 and is principally responsible for the first twelve memoranda in that chapter. It was a pleasure for me to work with him on chapter 3 and to present the memoranda to an EDI audience with one of us playing the role of the Chief Planning Officer and the other that of the Third Deputy Assistant Planner. (Since then, several EDI seminar organizers have likewise found that role-playing enhances the presentation of the material in chapter 3.) The idea for the creation of this manual originated with Irving Sirkin and V. Ranganathan of the Economic Development Institute. Subsequently the idea was nurtured by Martin Karcher and Armand van Nimmen in their roles as division chiefs of the part of the Economic Development Institute that conducts seminars and produces materials on health economics.
