The decade of the 1980's witnessed the adoption of programs of economic reform in most countries of Sub-Saharan Africa. Given the enormity of the Sub-Saharan economic crisis, some reforms particularly macroeconomic reforms designed to reduce large budget and balance of payments deficitswere both unavoidable and well understood; otherswhich had the purpose of improving efficiency and restoring growthwere crucial but less clearly understood.
While the analysis of economic reform draws on a common set of economic principles, it must be recognized that at the time that African economic reform programs were being implemented, relatively little academic research had been conducted on how to apply these general principles in specific African reform programs. As the reform process has progressed, it has become increasingly dear how vital it is for both African economists and outside researchers interested in African development to pursue further the economic analysis of African reform programs.
Research on the economic problems confronting Africa is important, because the results of that research will help policymakers in each country make better policy choices. But the importance of the research process, in which arguments have to be developed logically and discussed professionally, extends beyond its technocratic impact; the informed public discussion of policy that becomes possible as research results are disseminated improves the public's understanding of the choices confronting society, and thereby improves the policy process.
This volume presents papers on the economics of reform in Sub-Saharan Africa presented at a conference in Nairobi in June 1990. The main aim of the conference was to bring together a group of economists from African and non-African academic and research institutions, as well as international organizations and governments, to discuss economic reform in a professional forum. In addition to the authors, a range of distinguished African academics and policy makers participated actively in the conference.
The conference was organized by the World Bank with substantial assistance from the Africa Economics Research Consortium (AERC) in Nairobi. Financial Assistance was provided by DANIDA-Denmark's Development Agency and the Norwegian Foreign Ministry. The conference could simply not have been put together without the assistance of the AERC, particularly Jeffrey Fine and Benno Ndulu. The support of Peter Eigen, the World Bank's Resident Representative in Nairobi was also critical to the success of the entire effort. At the World Bank, the conference was very ably managed by Carol Sadler, with help from Lesley Davis and Sook Bertelsmeier. The manuscript was edited by Sandra Grain, with desk-topping by Meta de Coquermont and Laura Lee Wilson. The figures and graphs were prepared by Elizabeth Dvorscak and Catherine Cocak. Special thanks are due to Nga Lopez for managing the production of the manuscript. The preparatory work for the conference was managed by a steering committee composed of John Holsen, Johannes Linn and Stephen O'Brien, under the overall guidance of Stanley Fischer and Edward Jaycox.
We hope that this conference, besides stimulating further research on African economic policy issues, will also lead to a biennial conference on African economic issues. The first in this series is scheduled for June 1992 in Lome, Togo.
