The book presents case studies of Burundi, Cote dIvoire, Ghana, Kenya, Nigeria, Senegal and Tanzania - all chosen for the wide variety of conditions present before their individual adjustment programmes began. Foreword
This report, Adjustment in Africa: Lessons from Country Case Studies, provides an assessment of structural adjustment policies undertaken by seven African countries in the mid-1980s. The report is a companion volume to the main study, Adjustment in Africa: Reforms, Results, and the Road Ahead, produced by the Policy Research Department.
This report is distinct from other studies on this subject. First, it emphasizes the specific economic and social circumstances of each country that led to the adoption of an adjustment program. Second, it measures and analyzes the extent to which the adjustment policies were, in fact, implemented in each case. Finally, the report attempts to assess economic performance in relation to the strength of the implementation of policy reforms. This research was initiated to supplement the main study, which is more aggregated and covers a cross-section of twenty-nine countries. The motivation behind the research was to capture the diversity of experiences in implementing reforms.
The period covered by these case studies ends, for most countries, in 1991. Since these studies were completed, there have been significant developments in each of the case study countries. A large devaluation of the CFA franc took place in January 1994, removing one of the principal obstacles to the full interplay of policy instruments required for adjustment in the CFA zone countries. It is hoped that Cte d'Ivoire and Senegal, which have been adversely affected by the overvaluation of the CFA franc since 1985, will enter a new period of adjustment. Nigeria, which has a new military government, has announced the abandonment of its adjustment policies and reverted to its pre-1986 regime. Burundi has witnessed a bloody coup d'tat and the assassination of its elected president. Ghana and Kenya held multiparty elections, but the incumbents were returned to power. And Tanzania is preparing for multiparty elections in 1995.
