ABOUT THE EDITOR
Carlos B. Gil, a native of southern California, received his bachelor's degree from Seattle University and his master's degree from Georgetown University. He then joined the U.S. Foreign Service and worked in connection with cultural affairs in Honduras and Chile. Upon resigning, he attended the University of California at Los Angeles, where he obtained a Ph.D. in history. He has been teaching at the University of Washington since 1974.

PREFACE
In a never-to-be-forgotten September night in 1985, my wife and I, along with thousands of damnificados, fled Colonia Roma in Mexico City, because it was devastated by the savage earthquakes that had killed thousands of people there and throughout the city a couple of days before. We found refuge in a middle-class home in the southern outskirts of the city, and, after a cup of warming and reassuring Mexican chocolate and some pan dulce, we began a friendship that will endure for a long time. Doa Ana and her grown children shared with us what life is like under an authoritarian system and in one of the largest urbes in the world. They answered many questions and often gave us directions and invaluable tips. The possibility of this book was discussed many evenings in doa Ana's kitchen; she and her family watched sympathetically as we learned to cope with the city, and we reciprocated by listening to their views about local and national affairs.
Like our friendship with doa Ana and her children, this book developed as a result of the devastation. I had intended another study, which was not carried out because of the terrible emergency. As happened with others in the city, our plans were twisted beyond recognition, but something valuable was salvaged in the end.
