ABOUT THE EDITOR
G. Harvey Summ was director of the master's program in Latin American studies and professorial lecturer in international affairs at Georgetown University. He was chairperson of the advanced area studies course on Brazil of the Foreign Service Institute of the Department of State. A retired foreign service officer, he was director of research for Latin America and served in Brazil, Portugal, and Angola. He is the coeditor of The Good Neighbors: America, Panama, and the 1977 Canal Treaties (1988).
