New England Journal of Public Policy in May 1992. Of the many people who

and invariably molded the raw ingredients of a rough outline into a polished,
articulate exposition; Candace Chick, who was responsible for design and
production management; and Geraldine Morse, copy editor extraordinaire.

director of the John W. McCormack Institute of Public Affairs, which publishes
the New England Journal of Public Policy; Sherry Penney, chancellor of the
