Foreword
The history of the West is the history of boom and bust. More than any other region of the United States, the West has found it difficult to find a happy average. We seem almost inevitably to have too much or too little. Today's boomtowns are too often tomorrow's ghost towns.
The West, in fact, has always been a place of extremesin its topography, in its climate, and, alas, in its economy. We have the highest mountains and we have the lowest valleys. We have the hottest weather and the coldest weather, some of the most scenic areas, and some of the most monotonous. But over the history of the West, one of the hardest extremes to adjust to is the seemingly endless cycle of boom and bust. First too much growth and then too little. Time after time the West has seen bright, excited hopes turning almost overnight into ruined nightmares. The boomtown is almost a metaphor for the Westfull of hope and optimism followed by disillusionment and decay.
One of the most challenging tasks in my twelve years as governor of Colorado was how to get the state ready for energy development that we were told was coming our way.
The Rocky Mountain West has an inordinate amount of the nation's remaining resources. We have a disproportionate amount of the coal, uranium, geothermal sites, and vast reservoirs of natural gas packed into tight formations. But, however disproportionate the other energy resources are in the Rocky Mountain West, we have practically 100 percent of the usable oil shale. For better or worse, nature has placed in the West virtually all of the oil shale that has any chance of commercial development. This resource, along with the other energy resources, became a favorite topic of exploration as OPEC strengthened its hold on United States energy supplies and we started looking ever inward for our domestic energy sources.
