Foreword
After 2 years of intense and innovative efforts, the Panel on Technology for Small-scale Economic Activities to Address the Basic Needs ofLow-income Populations (the Panel on Technology for Basic Needs) ofthe new United Nations Commission on Science and Technology forDevelopment ( CSTD ) is presenting its findings. After recent international summits and decisions, CSTD was entrusted with debating andlaying down guidelines for one of the most complex and delicate problems of contemporary life: the role of science and technology ( S & T ) indevelopment.
