Finally, a practical, realistic plan to rescue, preserve and enhance nature. This is an economists approach to environmentalism, including a summary of Britains green assets, a look towards possible futures, and an achievable 25-year plan to a green and prosperous world. News about Britains wildlife and ecosystems tends to be grim. In Green and Prosperous Land, Dieter Helm, a member of the Department of Food and Rural Affairs (DEFRA) and advisor to the government, shares a radical but tangible plan for positive change. This is not the pale shadow offered by the current government, but a bold generational plan, which assesses the environment as a whole, explains the necessity of protecting and enhancing our green spaces and offers a clear, economically viable strategy to put Britain on a greener path. Helms undeniable arguments expose hypocrisy and inefficiency in our environmental policies and demand change. Leaving behind the current sterile and ineffective battle between the...

This is my own take on the prize of a green and prosperous land and how to get there, and not that of the NCC or of its individual members. In writing this book, I have been greatly influenced by my fellow NCC colleagues: Melanie Austen, Ian Bateman, Christopher Collins, Diane Coyle, Paul Leinster, Georgina Mace, Colin Mayer and Kathy Willis. Henry Dieudonn-Demaria leads the secretariat to great effect, ably supported by Maja Kent and Vladimir Novatchev. Nick Barter and Julian Harlow drafted the 25 Year Environment Plan, and both have helped me enormously. Between them they have made a major impact on Britains environmental policies, in the best traditions of the civil service.

There are many others who have helped shape my understanding, regardless of whether they will agree with my conclusions. Among these are Abigail Barker and Beccy Wilebore who, together with Kathy Willis, are advancing the data and modelling dimensions of natural capital. Shaun Spiers, now heading up Green Alliance, has been a significant influence. I have discussed many of these themes with members of the Environment Group I chair: Simon Bimpson, Stephen Bird, Richard Clay, Adrian Dolby, Andrew Duff, David Elliot, Colm Gibson, Philp Gready, Jo Harrison, Jacob Hayler, John Kimmance, Craig Lonie, Nick Pollard, John Varley and Philip Wyndham. Again, none can be assumed to agree with what I write.

A number of people have been kind enough to comment on early drafts. I am particularly grateful to Nick Barter, Richard Benwell, Yvette de Garis, David Elliott, Charles Godfray, Julian Harlow, Paul Leinster, Kim Wilkie and Kathy Willis.

I have greatly benefited from discussions with Minette Batters, James Bevan, Katie Bolt, Ian Boyd, Helen Browning, Chris Curran, Karin Ellis, Shaun Gallagher, Joe Grice, Emma Howard Boyd, Stanley Johnson, Neil Kenward, Andrea Ledward, Tom Le Quesne, Tim Leunig, Robin Milton, Ronan Palmer, Arlin Rickard, Lizzie Rogers, Chris Stark, Roger Scruton, Nigel Stone and Ueli Zeilweger.

Sue Helm read and commented on various drafts and provided many valuable examples. She has been the inspiration for writing the book.

Myles Archibald has been a superb editor at HarperCollins, greatly improving my text, ably assisted by Hazel Eriksson. Kerry Hughes has copy-edited with her usual professionalism, and Jenny Vaughan has helped keep the show on the road and greatly assisted with a succession of drafts and my appalling handwritten scribbles.

The Warden and Fellows of New College, Oxford, have continued to indulge my many absences in focusing on NCC matters, and have provided me with the perfect backdrop to develop the ideas in this book. It would be an added bonus if this book encourages the College (and indeed all the Oxford colleges) to hold back on the chemicals and encourage more wildlife in their wonderful gardens.
