Dedication
from John,
To Danny, and all the Fabillon family.
from Ron,
To his very supportive, very tolerant parents.
We wish to express deep gratitude to our colleagues at the Technical Assistance Training Corporation (TATC), who provided essential design, planning, and logistical support for the Home Mortgage Lending and Discrimination: Research and Enforcement Conference, sponsored by the U.S. Department of Housing and Urban Development (HUD) and held in Washington, D.C., on May 1819, 1993. Papers from that conference serve as the foundation for the current volume.
In particular, Irene Bocella at TATC provided invaluable help in managing the myriad details of the conference. In addition, Alan Skvirsky, President of TATC, and Jaynelle Ketchum provided support and management expertise at key points. Other staff at TATC who provided consistent support were Wynette Fouche-Gibson, Chaulka Creasy, and Marie Parette. We also express sincere thanks to all of the session moderators who helped to coordinate the conference.
Robert Avery, of Cornell University, Charles Finn, of the University of Minnesota, Zina Greene, an independent consultant, and Sandra Wilmore, of the Federal Trade Commission, served as advisers for the conference and offered highly useful advice on content. In the last several years a number of colleagues, some of whom are contributors to this volume, have graciously provided their comments, as well as data, on a number of fair lending issues. These individuals include George Galster, Calvin Bradford, Glenn Canner, Stuart Gabriel, John Yinger, John Simonson, Jonathan Brown, and Deborah Goldberg. Their generous help notwithstanding, the views expressed within the introductory chapters in this volume are those of the authors alone.
We express our appreciation to Steven Cross, at the Office of the Comptroller of the Currency, who facilitated obtaining the financial support of the Comptroller for the conference. Steve also provided substantive advice on conference design issues. In the Office of Fair Housing and Equal Opportunity at HUD, Laurence Pearl was an unfailing supporter and ally throughout the conference and during the preparation of this volume; Susan Forward offered advice during the final stages of conference preparation; and Peter Kaplan has given valuable guidance and opinions about current fair lending enforcement concerns, including legislative and regulatory issues.
HUDs former Assistant Secretary for Policy Development and Research (PD&R), John Weicher, provided initial funding for the fair lending conference. Both Assistant Secretary for PD&R, Michael Stegman, and Deputy Assistant Secretary Margery A. Turner, have subsequently provided important support and encouragement to complete this volume. In addition, a number of PD&R staff helped to guide the final stages of preparation for both the conference and this volume, particularly the late Heather Aveilhe, as well as Valery Dancy and Katherine OLeary in the Division of Research Utilization. Staff at Aspen Systems Corporation provided expert editorial assistance. We would also like to thank Scott Forrey of the Urban Institute Press, and Molly Ruzicka, who copy-edited the chapters in this volume, for all their great professional assistance. Dan Fabillon was a consistent source of support.
The conclusions and opinions expressed in this volume are those of the authors and do not necessarily represent the views of the U.S. Department of Housing and Urban Development, the Federal government, or the Urban Institute.
