Bernhard Schfers is a political scientist who was born in 1939. He has been Professor of Sociology and Director of the Institute of Sociology at the University of Karlsruhe, Baden-Wrttemberg, since 1983. In 1991-92, he was chair of the Deutschen Gesellschaft fr Soziologie. He is a member of the Deutschen Akademie fr Stdtebau und Landesplanung and a corresponding member of the Akademie fr Haumforschung und Landesplanung.

PREFACE
The State of Germany Atlas provides an informative picture of Germany's people, society, economy and political system at the end of the 20th century. Almost every map compares Germany with its 15 partners in the European Union, and sometimes with other major states such as the USA and Japan.
On 3 October 1990, two German states, the Federal Republic of Germany (West Germany) and the German Democratic Republic (East Germany), were unified as a single federal republic. The maps and graphics in this atlas show clearly, sometimes dramatically, how the old, western Lnder and new, eastern Lnder are still in the process of integration and assimilation.
The eastern Lnder were soon able to take on the legal framework, institutions and economic structure of the Federal Republic, but to create a comparable standard of living is taking far longer than was ever imagined. In the early years after unification, the need of the new Lnder to improve their productivity and infrastructure were perceived as retrospective modernization. Such a notion, however, did not allow for further ongoing change within Germany as a whole. It has been necessary not only to make up for lost time in the new Lnder, but also necessary for the new Federal Republic to respond to other, general social change.
We hope that this atlas provides a reliable, fast and useful source of reference and information and that it will be used by many.

The final product cannot really convey how much work and excitement went into its creation. Some 700 pages of data and text were condensed into 128 printed pages.
