Over the last 25 years, it has become increasingly apparent that public law enforcement agencies can provide neither the resources nor the personnel needed to protect private property. Thus, the role of private security has become more visible and important as the reality of self-protection and loss prevention needs have become recognized and accepted by both public law enforcement and business.
It is the objective of this book to provide the reader with basic principles of security, loss prevention, and crime prevention that are common and fundamental to all areas of business and asset protection. Following a brief review of the history of security, the text provides coverage of the security industry, the threat environment with special emphasis on terrorism, fundamentals of physical security and access control, common security problems, and safety issues. It also focuses on fire prevention and protection, risk analysis and security surveys, legal aspects, and emergency and disaster control. A significant emphasis in this edition is an expansion on the importance of crime prevention. This text also provides extensive coverage of issues related to selection, training, and education of security personnel, cooperative programs, and career orientation. In addition, it addresses the contemporary issues of sexual harassment, Americans With Disabilities Act of 1990 and the Civil Rights Act of 1991.
One of the most interesting aspects of writing this book, from the perspective of the authors, is the constant changes that have occurred, and will continue to occur, in a field of study that continues to undergo rapid change and growth. This book is intended to be a resource for practitioners and students who have a need to understand the complexities of security in the modern era in such diverse endeavors as manufacturing, commerce, finance, healthcare, national defense, government, architecture, law enforcement, etc.all of which have an inherent requirement for crime prevention, security, and assets protection.
Private security and crime prevention have progressed at a rapid rate since the first edition of this text was published in 1980. The authors have been involved in the research and teaching over these years and are convinced that the quality of information available and used, as well as the quality of personnel involved in security, has improved and will continue to improve into the twenty-first century. Properly educated and trained security personnel, utilizing proven technology and techniques, and crime prevention will ensure that private security, along with improved law enforcement and community involvement, will make the new century a safer environment for all citizens. It is hoped that this text will provide a step in that direction.
Principles of Security and Crime Prevention
The ultimate principle of security is to reduce the risks of losses to people, property, and things (assets protection). This security principle, by definition, must have an accepted philosophy that has a foundation which requires security managers through personnel and/or technology to proactively involve all organizational personnel in partnership with clients and outside organizational employees to eliminate or reduce losses through problem solving.
