This work is the consequence of my PhD research and it represents an effort that involves so many contributions. In that sense, to notice where does it start would be difficult but certainly it involves people from different hemispheres and therefore the need to use different languages.

En la lista de agradecimientos me parece fundamental la contribucin que represent CONACYT. Esa reminiscencia de lo que fue el Estado mexicano, que ha permitido a numerosos connacionales estudiar en el extranjero y que sin su apoyo hubiera sido imposible esta investigacin. En este punto agradecera igualmente a mis hermanos Daniel y Erick por haber sido una ayuda importante en las complejidades administrativas requeridas por esta institucin.
Igualmente en Mxico doy un gran agradecimiento en su conjunto a la Universidad Nacional Autnoma de Mxico (UNAM). Entre mis viajes a casi 70 pases an no encuentro una institucin acadmica que la iguale en su vasta complejidad, inclusin, diversidad, masividad, heterogeneidad y que mantenga hoy en dia el caracter de una universidad pblica, laica, gratuita y autnoma. Prologue
The terms state-building and nation-building are often confused. The former should, technically, be used to refer to the promotion of a states capacity to govern effectively, whereas the latter should refer to the processes necessary to achieve a viable nation. Although it is customary to speak of countries as nation-states, these terms do not always coincide. One important difference is that, while the latter can gain strength from short term external reinforcement (at least this is the lesson that many in the West took from the Marshall Plan), the former seems to be the result of historical, cultural, and religious patterns that proceed at a glacial pace.
And while almost everyone agrees that the long term objective for states should be to build viable societies and governmentsto become, in the words of Alberto Alesina, state capable nationsthere is sharp disagreement about how this is accomplished. For some, the primary obstacle to overcome is the hesitancy of new regimes to abandon the past; for others, the greaer danger lies in a new regimes often fanatical rejection of that past. It often boils down to a debate over which is better, revolution or evolution.
Nowhere is this debate more fractious than in the countries that emerged from the former Soviet Union. The young scholar Rolando Dromundo now wades boldly into the fray with this book about the struggles of building and strengthening new states in the midst of geopolitical struggle.
