The idea for this volume was conceived by Frederick Praeger, founder of Westview Press, who asked Roland Vaubel if he would put together a collection of chapters on the public choice approach to the study of international organizations. Vaubel felt it would be useful to have a coeditor from the United States, and Thomas D. Willett enthusiastically agreed to take on these duties.
The chapters in this volume were presented at a conference held in Claremont in November 1989, as part of a joint Claremont-University of Southern California Conference Series on International Political Economy that was funded in major part by a grant from the Ford Foundation and coordinated by John Odell and Thomas D. Willett, This is the third volume to appear in this series. The first two conferences concentrated on bringing together economists and political scientists to exchange ideas and compare different political economy approaches to the analysis of international trade and monetary policies. These proved to be highly stimulating. Papers from the financial conference were published as a 1988 special issue of the Journal of Public Policy entitled International Monetary Cooperation, Domestic Politics, and Policy Ideas. Papers from the trade conference appeared in John S. Odell and Thomas D. Willett, eds., International Trade Policies: Gains from Exchange Between Economics and Political Science (1990).
In our third conference we adopted a different strategy with all of the chapters reflecting the same broad approach. Discussions were led by economists and political scientists coming from many different perspectives. This interchange among perspectives contributed to lively discussion and substantially enriched the revisions of many of the chapters. We are greatly indebted to the participants in the conference for their contributions to the quality of this volume. We also gratefully acknowledge funding from the Ford Foundation and supplemental funding from the Lincoln Foundation through the Claremont Center for Economic Policy Studiesand substantial help from the staff of the center in organizing the conference and helping with the preparation of the manuscript.

As the world has grown smaller through advancements in transportation and communication, the number of international organizations has grown rapidly. Some have global membership. Others have regional or limited functional memberships. These organizations deal with an incredibly wide range of issues and range from national security and military alliances through major international economic organizations such as the International Monetary Fund, World Bank, GATT (General Agreement on Tariffs and Trade), and the European Community to the International Postal Union and a variety of organizations dealing with health, environmental, and other humanitarian concerns.
At one extreme such organizations have been idealistically viewed as our major hope for overcoming selfish nationalist concerns and recognizing the kinship of all peoples. At the other extreme they have been seen as agents of exploitation imposing the will of the strong on the weak or as vehicles for the self-aggrandizement and provision of comfortable conditions for the bureaucrats who run them. Along another dimension some commentators have viewed international organizations as powerful instruments for good or for bad; others have argued that they have little real effect.
