B arely into the twenty-first century, California was shaken by a series of events that have rearranged its political terrain. Following on the heels of an energy crisis, economic recession, and 9/11, an unprecedented recall of a sitting governor wrenched the state out of any sense of political normalcy. Out of this turmoil emerged one of the most engaging political figures in Californias political history: Arnold Schwarzenegger.
Much of the excitement that surrounded his entrance into state politics still remains; he has in fact established himself as a national, even international, political figure. But now, some five years in office, it is possible to get beyond the personal and evaluate the Terminator as a politician and policy maker. This we have attempted to do in several chapters throughout this text. A central point we emphasize, however, is that there are real limits to the power of personality and political leadership at the top; even the most charismatic governor is limited by political, fiscal, and structural realities.
In terms of those structural realities, earlier editions of this book have argued that Californians need to take a harder, more systematic look at the way their political system is put together. What is working, what is not, and what changes need to be made if the states public sector is to provide us a reasonable chance of meeting the increasingly formidable challenges facing it? The new governor has spoken a great deal about the need to think outside the box, maybe even blow up parts of the system. This edition once again asks readers to engage themselves, as well, in this mental effort.
NEW TO THIS EDITION
The ninth edition also offers some important enhancements to the editions that preceded it, both in content and organization. Some of the changes include:
A revised chapter sequence and organization that better complements the way most California government courses are taught. The chapters on institutions and local government have been moved closer to the front of the text, reflecting instructor feedback that students need to these important fundamentals covered earlier in the course.
The previous on The Politics of Diversity has been broken up and integrated throughout the book, in recognition of the growing influence of diversity on all aspects of California politics.
