Kuwait, a welfare city-state in the Arabian (Persian) Gulf (henceforth the Gulf), has gained a preeminence in international politics in recent years. Throughout the 1960s and 1970s the country played a significant role in inter-Arab political and economic spheres. Since the outbreak of the Iran-Iraq war, Kuwait, being geostrategically located in a cumbersome triangle between the two combatants and Saudi Arabia, has undertaken a series of risky political maneuvers to maintain its security interests. The Gulf war has exposed the extent of Kuwaits fragility and its vulnerabilities, both internally and externally.
Despite worldwide attention from decision makers, the media, academia, and the wider public, there has been little if anything published on Kuwaits foreign policy per se. The following study attempts to fill this gap. The book is geared for students and specialists in political science and economics, governmental officials, the business community, media persons, and members of the general public with interests in Gulf politics, Middle Eastern affairs, and the role of small states in world politics.
The book assesses the dynamics of Kuwaiti foreign policy since 1961 (the year of independence) and explores the role of Kuwait as a small state in international politics. It seeks to analyze the impact of ideology, religion, and value systems on Kuwaiti foreign policy as well as the impact of domestic forces (elections, the constitution, the free press, associations, and ethnic groupings) on political actors in the small state and their concomitant ramifications for external behavior. It also examines how decision makers adopt different forces to achieve national goals and how and why a small state such as Kuwait can maintain a high profile in its foreign affairs.
Although the study covers almost three decades of Kuwaits foreign policy, it should not be construed as a holistic chronicle of each and every event in the states external conduct. Rather, it emphasizes major developments, phenomena, and trends that have shaped Kuwaits foreign policy and left imprints in the course of Kuwaits external relations and the countrys role in world politics. Certain case studies demonstrate this theme of political analysis and dynamism. The book by no means intends to rationalize Kuwaits external behavior; rather, it attempts to critically and systematically analyze and explain Kuwaiti foreign policy in a balanced and objective manner.
