The end of the Cold War profoundly altered the dynamics between and within the various states in Europe and the rest of the World, resulting in a resurgence of interest in the concept of federalism. This shift in balance has been further fuelled by the increase in the number of conflicts arising from the disaffection of the diverse ethnic or religious minorities residing within these states (e.g. Sudan, Iraq). Globalization is forcing governments not only to work together, but also to reconsider their internal roles as guarantors of economic growth, with regions playing the major part.
Federalism Studies offers academics a complete and in-depth understanding of federalism and intergovernmental relations in historical, theoretical and comparative contexts. Intended to be international and interdisciplinary in scope, the books in the series are designed to build a common framework for the constructive analysis of federalism. Gwyn Bevan is Professor of Policy Analysis and Head of the Department of Management at the London School of Economics and Political Science. He has worked as an academic at Warwick Business School, St Thomas Hospital Medical School, and Bristol Medical School. He has also worked in industry, as a consultant, for the Treasury, and for the Commission for Health Improvement (20012003), where he was Director of the Office for Information on Healthcare Performance. His current research includes studies of outcomes of the natural experiment of different policies in UK countries for the NHS and schools following devolution.
James Warner Bjrkman is Professor Emeritus of Public Policy and Administration at the Institute of Social Studies, The Hague (the Netherlands) and past Chair of the International Political Science Associations Research Committee on Comparative Health Policy. With degrees from the University of Minnesota (BA 1966) and Yale University (MPhil 1969, PhD 1976), he was Professor of Public Administration and Development at Leiden University (19902008) and episodically Visiting Professor at the International Centre for the Promotion of Enterprise in Ljubljana (Slovenia), University of Namibia (Windhoek), Ritsumeikan University (Japan), and Stellenbosch University (South Africa). Previously a faculty member at the University of Wisconsin-Madison and Executive Director of the International Institute of Comparative Government in Lausanne (Switzerland), he held appointments in Sweden (Linkping University), England (Essex University), India (Institute of Economic Growth), Pakistan (Institute of Development Economics), and Yale University. During 19871990 he directed the American Studies Research Centre, Hyderabad, India; during 19961999 he was Deputy Rector of the Institute of Social Studies. He has published 15 books and over 80 journal articles and reviews.
Tatiana Chubarova is Head of the Center for Economic Theory of the Social Sector in the Institute of Economy at the Russian Academy of Sciences in Moscow, Russia. She also teaches at the Moscow School of Economics, Moscow State University, and the Moscow State Institute of International Relations. She was educated at the Moscow State Institute of International Relations (MS 1986). She holds a Candidate of Science Degree in International Economy from the Russian Academy of Sciences and a PhD (Social Policy) from the London School of Economics and Political Science.
