The report of the National Coal Policy Project is entitled Where We Agree to focus attention on the broad areas of agreement reached by the project participants. This one-year project brought together leading individuals from environmental and industry groups to seek consensus on important national policy issues related to the use of coal in an environmentally and economically acceptable manner. Task forces were responsible for exploring specific areas of interest: transportation, air pollution, fuel utilization and conservation, energy pricing, and emission charges.
Volume 1 contains the full task force reports on transportation, air pollution, fuel utilization and conservation, energy pricing, and emission charges. Because of its length and technical nature, the mining task force report makes up all of Volume 2. The mining report defines--on a regional and national basis--the technical, social, legal, and administrative requirements for ensuring that coal is mined in an environmentally sound manner. A summary of the project, available from the Center for Strategic and International Studies (CSIS), provides a synthesis of the project's findings and individual summaries of each task force report.
Consensus was reached on more than 150 recommendations related to such issues as locations and patterns of coal development, coal reserve quality and quantity, reclamation, the effects of development on water resources, and the socioeconomic impacts of coal development.
Francis X. Murray is director of the National Coal Policy Project, which is sponsored by the Georgetown University Center for Strategic and International Studies. Mr. Murray is director of National Energy Programs at CSIS and also serves as adjunct professor at the university's School of Foreign Service, where he lectures on energy and foreign policy. He is the author of many energy policy publications, and is currently editor of the CSIS Federal Staff Energy Seminar reports.

Any undertaking of this type can only succeed because of the dedication, commitment, and hard work of those associated with it. The National Coal Policy Project was fortunate enough to have attracted a large number of highly talented individuals who gave to the project a sense of hope and worth which is so necessary. The project leaders, plenary members, task force and advisory members have all invested a piece of themselves in this project in hopes that they could collectively make a positive contribution toward solving some of our nation's more difficult energy-related problems.
Supporting this key group of participants is a small but dedicated staff which labored long and hard to keep the project going and to faithfully produce the seemingly endless drafts and redrafts and ultimately the final manuscript. A special word of thanks is in order for Cynthia Edmunds, Charles Curran, and Dale Shelly Graham, who had the difficult and thankless chore of coordinating the preparation of the final reports while still performing their regular duties. The hours were long and the work tedious and often frustrating. Jacquelyn Perry, Sheila Brown, Patricia Jacobs, Linda Farrell, and Ron Young had the unenviable job of typing the manuscripts and making the needed corrections. Finally, a special word for Dean White, Etta Pollock, and others who led us through difficult tasks such as proofreading, chart preparation, and a host of other activities. To all of the above mentioned, a thankful--WELL DONE.
Supporting this effort financially were many contributors. From industry, more than 60 companies made donations and several government agencies provided modest grants to support the project's activities. A special thanks is in order for the Ford, Rockefeller, Sarah Scaife, and A.W. Mellon Foundations, whose belief in this concept was instrumental in getting the project off the ground without any assurances that it would be successful. In fairness to all of the supporters we should note that the recommendations contained in the report do not necessarily represent or agree with those of the sponsoring organizations.
A particular word of thanks goes to Dr. David M. Abshire, Chairman of the Center for Strategic & International Studies, without whose interest, support, and many words of wisdom this project would never have survived long enough to achieve the success which we think it represents.
The National Coal Policy Project brought together leading individuals from industry and environmental groups to seek consensus and provide guidance on the important national policy issues related to the use of coal in an environmentally and economically acceptable manner. The participants in the Project demonstrated that a process, other than an adversarial one, can be used for resolving industry and environmental differences. They found that it is possible to agree on many issues without compromising the vital interests of either side.
While the participants are members of industry and environmental groups, they took part in the Project as individuals. Therefore, the recommendations contained in Where We Agree , the report of the National Coal Policy Project, are those which the individuals believe are workable, compatible with their personal beliefs, and in the national interest.
Although only individuals from the public interest and private sectors participated, the Project clearly recognized that the Federal Government should and will be involved in the formulation of national coal policy. Most of the environmental problems associated with the use of coal present public policy choices that are often best addressed through legislation or regulation. However, the private sector has the capacity to make decisive and leading contributions if it can replace some of the conflict that has existed between industrial and environmental organizations with a constructive effort to reach policy agreements which individuals from both groups believe are desirable. The National Coal Policy Project was designed to undertake such a task.
