The origins of this book lie in the authors' doctoral research, completed in the Department of International Relations at the London School of Economics. Although conducted in different decades, both pieces of research concerned aspects of the Federal Republic of Germany's participation in European integration. Dissatisfied with the available literature, we decided to collaborate on an embracing study of the Federal Republic's role in the European Community. Our particular concern was to explain German behaviour in the Community in terms of domestic politics. This book, which covers the period 1969-86, is the result. It is the product of extensive co-operation and exchanges between the authors but with a division of responsibilities. Simon Bulmer was responsible for were joint efforts.
As with any such study we owe many debts of gratitude. Without the co-operation of numerous politicians, officials in the political parties, interest groups and in federal and Lnder governments, the entire project would have been impossible. The vast majority of these interviews were conducted on the basis of confidentiality and this is respected by the authors.
We would especially like to thank the Commission of the European Communities for financial support for a study visit in 1981, the staff at the Forschungsinstitut der Deutschen Gesellschaft fr Auswrtige Politik in Bonn, Inter Nationcs (Bonn), Wolfgang Wessels and his colleagues at the Institut fr Europische Politik (Bonn) and Eva Evans of the University Association for Contemporary European Studies.
