The Politics of Reconstruction and Development in Sri Lanka
Sri Lankas conflict and peace processes have gained global attention during recent years. This book presents a comprehensive insight into the politics of reconstruction and development in SriLanka, focusing on the ceasefire that was negotiated between the government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE) in 2002 and which lasted until 2008.
Based on extensive empirical fieldwork, the book provides a unique ethnographic account of this specific historical period of peace. It explains how development was shaped by interplay and cooperation, but also by the disparities and conflicts between a variety of local and intervening actors, including local organizations and civil society, LTTE, the government of Sri Lanka, international development cooperation and the Tamil diaspora. Starting from an inter-disciplinary viewpoint, the author integrates findings from development sociology with new perspectives on transnationalization and the migration-development nexus. This provides a fine-grained analysis of the emerging development visions and perspectives in relation to transnationalization and global interconnectedness.
Making an innovative contribution by linking the analysis of local reconstruction with contemporary phenomena of transnationalization, diasporization and globalization, this book will appeal to those with an interest in Sociology, Social Anthropology and Political Science.
Eva Gerharz is Junior Professor for Internationalization and Development at the Ruhr-University Bochum, Germany. She is co-editor of The Making of World Society: Perspectives from Transnational Research (2009) and Governance, Conflict and Development in South Asia (forthcoming).

This book would not have been possible without the generous support of numerous people during both my research and the writing process. The hospitable and supportive way the people in Jaffna hosted me encouraged me to carry on in the field and even more afterwards. I thank particularly Yasintha and Joseph Callistus, and Annett, for giving me a temporary home with everything necessary for my comfort. The staff of the Jaffna German Technical Cooperation (GTZ) office provided me with valuable support in terms of resources, facilities and information, and it was great to have a place to work and to chat over tea. Many more people in Jaffna and other places in Sri Lanka, who cannot all be named here, gave me insights into their vast knowledge, their daily lives and struggles, fears and hopes, and their future aspirations.
Throughout my research I found places I could always return to and where I felt at home. The International Centre for Ethnic Studies (ICES) and the Faculty of Arts of the University of Colombo offered inspiring environments to meet researchers and interesting conversation partners. I wish to express my gratitude to the Colombo representatives of the South Asia Institute (SAI) of the University of Heidelberg for their support and for always keeping their door open to me. I also thank my friends and colleagues, in particular Christiane Noe, Kristina Leiphold, Katrin Radtke and Una Hombrecher, for the time we spent together in the field and beyond.
