Current law requires the federal government to fulfill a broad spectrum of responsibilities in managing public lands; to protect and conserve the environment; to foster the appropriate development of marketable commodities; to preserve wilderness areas, wildlife habitats, and unique historical sites; and to encourage public participation in land-use and management decisions. There is no consensus, however, on the best ways to establish a balance among the? priorities when serious conflicts arise.
This book presents a wide-ranging discussion of the means by which lands and resources administered by the Forest Service and the Bureau of Land Management can better serve present and future needs for environmental preservation and resource development. The contributors consider public and private interests in the federal lands in light of political realities and uncertainties, giving particula: attention to efficiency-versus-equity issues, privatization fair market value, and the income-producing potential of publicly owned assets. Major sections of the book focus on timber, nonfuel minerals, rangelands, and energy resources. Based on a recent conference sponsored by The Wilderness Society, the book reflects the views of conservationists, scholars, industry representatives, and state and federal officials.

Over the past two decades, Americans have come to expect in fact, to insist - that the decisions of their government and business leaders contribute both to steady improvements in environmental quality and to responsible economic growth. Governor Snelling of Vermont aptly reflected the judgment of most Americans when he said, "It isn't a question of balance between environmental protection and (economic) development being a good thing it's the only thing." While final outcomes cannot be predicted, it is certain that expanding environmental awareness has thrust the activist environmental organizations into an important and visible national leadership position.
Concern about the environment has become an integral part of our everyday thinking and modern lifestyle. Conservation activists have played a significant role in shaping a society in which Americans are now deeply conscious of environmental problems and the vital importance of preserving this country's natural heritage. Now that the nation has attained this critical threshold, we conservationists must turn our attention to the difficult challenge of helping to strike a balance between environmental needs, on the one hand, and the goals of long-term economic growth and equity, on the other hand. I believe this challenge can be meet, but it will require access to reliable scientific information, interpreted and presented in a manner relevant to solving today's problems as well as planning for the future. In this spirit, The Wilderness Society the conservation community's "specialist" on public land issues is pleased to make available the proceedings of its first national conference.
