FOREWORD

The formation of the Civilian Conservation Corps in the early 1930s represented a massive renewal of Federal involvement in the thoughtful stewardship of our nation's natural resourcesan obligation that had waned since the days of Theodore Roosevelt and Gifford Pinchot. An army of enthusiastic youths enlisted in the CCC, eager to do whatever tasks they were assigned. Their many accomplishments, so aptly described by Ed Hill, remain an important legacy in the decadeslong struggle over conservation, a battle going on yet today.
In the shadow of the Mountain, however, also tells us about how the CCC changed one man's life (Eel Hill's), as well as those of his fellow enrollees. Today, we hear again and again from CCC veterans about how the 3C's turned their lives around. Desperate young men in desperate times were given the chance to be gainfully employed, learn occupations, receive education, send money home, and to earn self respect and confidence in an era of social and economic chaos. Enlistment in the CCC may not have been a positive experience for every young man, but it appears to have been so for the vast majority.
Why was the Civilian Conservation Corps a good experience for these youths, working and living under semi-military control while earning $30 a month for doing hard, physical labor, often in locales far removed from their homes? It appears that the circumstances and difficult times of the early decades of the twentieth century forged a "type" of youth particularly suited to life in the CCC's. Since World War II, of course, peace and prosperity have produced new generations (to which I belong)
