EDITORIAL NOTE
The present volume contains a selection of Prof. Lasswell's articles and papers on politics the science and the art of management written from the point of view of a man deeply-intent on making Democracy a working institution. The net is cast wide. It covers international political experiments and experiences of person-to-person relationships, morals, religion and quasi-religious movements; techniques of public opinion are scrutinized as well as the twisted workings of the mind and the subconscious.
The chapters were often written with a definite purpose near at handyet none of the interpretations of current affairs, ranging from the narrow circle of personal insecurity to the widest scale of world politics, are merely topical. None of the highly specialized discussions of concepts, terms and method are merely, or even essentially, academic . The making of distinction is the beginning of wisdom. Ideas and experiences are not complacently shelved in an elaborate card-index of atomistic categories, terms and sub-terms : all these particles are intended as the bricks and straw of a system of values and as a contribution to the study of society.
Because of this dual function of Lasswell's empirical and theoretical discussions the present volume is an attempt at fitting these scattered studies as published at various dates of a decade of rising insecurity into the somewhat tighter frame of a single volume without altering their original form or their topical character. To bring facts and statistics up to date, to substitute data of 1945 for those of 1933 or 1939 has not been attempted.
As to bibliographical information, it seemed hardly possible to improve on the wealth of material within the reach of the American scholar. However, it has been tried to insert, as far as possible, the dates of latest and English publications. The method of quoting authorities in the chapter on Legal Education was retained because of present library difficulties in this country and in the interest of size and balance. In due course, more of the books and articles referred to may, we hope, become accessible over here.
The chapters stand as sections of an argument, though each can be read and understood separately and as an entity. They have been pruned of repetitions and redundancies, but to try to tamper with the highly personal style of the author would have been impertinent in more than one sense.
The book, therefore, remains an American book : American in background, in the enviable amplitude of resources and scholarly teamwork, American in the acute awareness of the problems of slipping standards and ever-encroaching techniques.
It is a contribution to what may be called Sociology in Action , presenting sociology both as a science of analysis and as a tool to shape the world which it interprets.
