Many writers struggle with the decision to write a second edition. Has enough happened to justify a new edition? Do I have anything new to say? Is there sufficient interest?
I suffered no such anguish. History and my own words left me no choice. The final paragraph of the first edition, published as Tunisia: Stability and Reform in the Modern Maghreb , offered the following confident prediction: It does seem clear, though, that political change in Tunisia will not come about through some dramatic event that suddenly replaces the existing order with a new one. Less than a year later, a popular revolt erupted in Tunisias hinterland, swept into the capital city, toppled one of the Arab worlds most successful authoritarian leaders and touched off what we call the Arab Spring. From start to finish, the whole business took less than a month. Four difficult years later, Tunisia stands as the Arab Springs only fledgling democracy.
The first edition described the political, economic, and historical factors that produced one of the Arab worlds hardiest authoritarian regimes. This material remains valuable to readers who want to understand Tunisias development, so much of it remains in the second edition. But developments since 2010 generate important new questions. Why did a seemingly robust authoritarian regime begin to crumble after 2000? How did the 201011 revolt develop? Why did the uprisings in Tunisia and other countries in the region surprise most analysts? How did Tunisians craft a new democratic system? What threats does this new order face?
Answering these questions accounts for most of the new material in the second edition. It also accounts for the new title. The first editions title, Stability and Reform in the Modern Maghreb , reflected the books emphasis on the combination of incremental reform and relative stability that has dominated Tunisias political development since independence. It also reflected my sense, one shared by many observers, that future movement toward democracy would come about slowly and over an extended period of time.
