The chapters of this book are all concerned with the involvement of the non-poor in the welfare state. Each is individually free-standing: they have been written by a variety of different hands, for a variety of different purposes and from a variety of different angles. We make no pretence to systematic coverage of all aspects of the welfare state, even in the three states (the United Kingdom, the United States and Australia) that we do discuss. The collective impact of all these independent exercises nonetheless seems to us to be enormous: the non-poor seem to play a very important role indeed in the basic life processes of the welfare state, and to benefit in important ways from that involvement.
