Preface
Handbook of Energy Audits, now published in its fifth edition, has become a standard and essential reference for engineers and decision makers throughout business, industry, institutions and government. It has been used by more than 9,000 professionals to date.
The role of the energy audit has changed a great deal since the publication of the first edition of Handbook of Energy Audits in 1979. The National Energy Conservation Policy Act of 1978 led to the first wide-scale use of energy audits by mandating they be performed as a part of technical assistance programs for schools and hospitals. In order to receive funds available through matchinggrants programs, an energy audit was required to identify potential energy conservation and savings opportunities prior to project implementation.
As we enter the new millennium, the role of energy audits has greatly expanded. Today many large energy consumers are contracting with energy services providers to implement energy projects. This arrangement necessitates the establishing of baseline energy usage, as well as the quantification of savings resulting from project implementation. Accurate and complete energy audits are essential as a means to assess and verify a project's success at meeting contracted goals.
The auditing process has also entered a new domain as restructuring of the energy marketplace takes hold, and energy consumers have new choices. The establishing of specific energy use parameters determined through auditing of utility bills can provide a valuable instrument for negotiating more competitive rates. A new chapter provides guidance to help you set effective energy procurement strategies as we move forward into more far-reaching deregulation of both electricity and natural gas.
