Major, Psychological Operations, U.S. Army The mind is its own place, and in itself can make a heaven of hell, a hell of heaven. - John Milton, Paradise Lost The concept of MindWar (MW) represents a holistic and pro-active approach to Psychological Operations (PSYOP), rather than the traditional reactionary role to which its been relegated. MW focuses on emerging and anticipating problems, situations, and conditions affecting the Information Environment (IE) not only to manage the perceptions of groups and individuals, but to address the conditions and situations that fuel discontent and drive instability. Targeting only the symptoms of a problem, rather than addressing the underlying causes and conditions, results in only a temporary and short term solution.
This shortsighted approach has proven costly, has limited effectiveness, and does not bring about nor foster long-term change. MW provides the capability to resolve problems before they begin. Utilizing 21st century scientifically valid, empirically-based methodologies, MW is the equivalent of a mental preemptive strike. To be effective, - 16 MW requires a detailed analysis of an anticipated or emerging situation, focusing on the physical, information, and cognitive domains. Only this combined approach will result in a necessary understanding of the underlying issues that need to be addressed for MW effectiveness. MW can be used to address not only traditional problems such as war and conflict, but also the full range of asymmetric threats (terrorism, violent extremism, drug and human trafficking), the challenges associated with globalization (migration, spread of disease, overpopulation), and the social and economic problems resulting from the physical effects of climate change (crop failure, economic volatility, and resource competition).
