This book was born of our frustration with what we felt to be a gap in the literature on the international relations of the European Union. For a number of years since, this book has also been our frustration. Deciding what to leave out was harder than writing about what we chose to include, and in the process undoubtedly contributed handsomely to the coffers of Anglo-German telecommunications companies. Frustration was incurred too as a consequence of the awkward habit of the EU and of contemporary international relations of evolving just as the ink dried on the manuscript. Eventually a line had to be drawn in early December 2003 and for this we will be forever grateful to our publishers!
Along the way we have incurred numerous personal and professional debts. We are grateful to the officials of the North Atlantic Treaty Organisation, Western European Union, European Commission and the Council of the European Union who spared us their time and indulged our questions to provide us with essential background and insights.
