This book draws on research for a PhD thesis defended at the European University Institute (EUI) in June 2000. I would like to thank many people for their help in completing the thesis. Firstly, many thanks to Professor Yves Mny as my PhD supervisor and Professor Colin Crouch as my co-supervisor; both were very supportive throughout the period of research providing advice and guidance. Indeed, all the staff at the Robert Schuman Centre, the Department of Political and Social Sciences and the services of the EUI helped make my time there both pleasant and productive. I would also like to thank Professor Michael Keating, Chair of the examining board and Dr. Howard Machin who provided useful suggestions for the book during the discussion at the oral defence of the thesis.
The writing of this book would have been impossible without the cooperation of a wide range of organisations and individuals involved in this policy area. I would like to thank everyone who allowed access to meetings and found time in their busy schedules to speak about their work. Part of my programme at the EUI also involved a traineeship in 1997 at the European Commission. I would like in particular to thank Mr. Graham Meadows for welcoming me to his team in the Directorate-General for Regional Policy (then DG XVI, Directorate D) and allowing me to examine material for the purposes of this study. Finally, I would like to thank my family and friends for moral and emotional support during the PhD and the work related to this book. A big thank you to my husband Kevin for his love, patience and practical assistance helping me move around Europe between Florence, Brussels, Marseille and London as part of my research; his encouragement throughout made the completion of my book possible. My daughter Julia was born shortly after the thesis defence; although her arrival on 7 October 2000 temporarily delayed work on the book, she has been a source of great joy to everyone. Thanks also to Kris and Stella for helping to look after Julia so I could work on the book. I am also indebted to my parents, Simos and Anastasia who encouraged me to continue my education and pursue opportunities that were not so easily accessible to them in their generation in Cyprus. This book is dedicated to the memory of my father, Simos Christou Tofarides, who suddenly passed away on 16 September 2000.
