This title was first published in 2003.This book examines the development of urban policy instruments at the level of the EU primarily by the use of Structural Funds under the European Commissions Directorate-General for Regional Policy. This is the first book-length analysis of the politics of EU urban policy. The first section of the book concentrates on how and why the European Commission, with no clear mandate from the Treaties for an urban policy, has ventured into this area. The second section examines in detail the implementation of one of these instruments in two specific cases: London and Marseilles. This highlights the role of central, and other levels of government, in policy implementation. The comparison between the cases brings important insights into the differences in local political structures and practices in France and the United Kingdom. The book demonstrates in-depth knowledge and analysis of the policy area and relevant theoretical works. This includes a large volume of published and unpublished materials as well as valuable information obtained through a series of interviews. The findings have general implications for relations between the Commission and localities, particularly the difficulties of involving ordinary people in European issues.

This book draws on research for a PhD thesis defended at the European University Institute (EUI) in June 2000. I would like to thank many people for their help in completing the thesis. Firstly, many thanks to Professor Yves Mny as my PhD supervisor and Professor Colin Crouch as my co-supervisor; both were very supportive throughout the period of research providing advice and guidance. Indeed, all the staff at the Robert Schuman Centre, the Department of Political and Social Sciences and the services of the EUI helped make my time there both pleasant and productive. I would also like to thank Professor Michael Keating, Chair of the examining board and Dr. Howard Machin who provided useful suggestions for the book during the discussion at the oral defence of the thesis.

My daughter Julia was born shortly after the thesis defence; although her arrival on 7 October 2000 temporarily delayed work on the book, she has been a source of great joy to everyone. I am also indebted to my parents, Simos and Anastasia who encouraged me to continue my education and pursue opportunities that were not so easily accessible to them in their generation in Cyprus.
