Featuring contributions from practitioners, policy experts and academics closely linked to Cens, this volume is a reminder of the meaningful and impact-creating insights that 10 years worth of thinking and talking about national security imperatives have generated. Contributors to this volume include Professor Sir David Omand, former director of the United Kingdoms Government Communication Headquarters (Gchq), Steven R Corman, Professor in the Hugh Downs School of Human Communication, Marc Sageman, former operations officer at the United States Central Intelligence Agency, Ilan Mizrahi, former Head of Israels National Security Council and John, Lord Alderdice, Liberal Democrat member of the House of Lords and Senior Research Fellow and Director of the Centre for the Resolution of Intractable Conflict at Harris Manchester College, Oxford. About the Contributors
Andrew Silke is among the worlds leading experts on the psychology of terrorism, radicalisation, and the broader field of terrorism studies. He is Head of Criminology and Director of Terrorism Studies at the University of East London, and has delivered lectures and talks at universities and conferences throughout the world. Professor Silke has authored over one hundred papers and journal articles on terrorism, counter-terrorism, crime, policing, and conflict, as well as producing a number of books such as the recent works, Terrorism: All That Matters (Hodder and Stoughton, 2014) and the edited volume, Prisons, Terrorism and Extremism (Routledge, 2014). Beyond his important contributions to the study of terrorism, Silke has also produced incisive observations and critiques of the developing field, which have been cited widely and have assisted in stimulating the growth of multidisciplinary collaborations and research based on empirical evidence. He has advised various governments and international organisations on counter-terrorism and preventing violent extremism, and presides on the United Nations Roster of Terrorism Experts and the European Commissions European Network of Experts on Radicalisation.
Professor Silke was a CENS Distinguished Visitor in September 2015.
Benny Lim is the Permanent Secretary for National Security and Intelligence Coordination. He concurrently holds the appointments of Permanent Secretary in the Prime Ministers Office and of the Ministry of National Development. Prior to his current appointments, he was the Director of the Internal Security Department (1997 to 2004) and Permanent Secretary of the Ministry of Home Affairs (2005 to 2011). He was Chairman of the Homefront Crisis Executive Group from 2004 to 2011 which oversees the management of national crisis incidents. Mr Lim started his career in the public service as a Police constable in 1975 and rose to the rank of Deputy Commissioner of Police in 1997. He left the Police Force in 2001 and joined the Administrative Service. He read English as an undergraduate at the National University of Singapore and later pursued postgraduate studies in political sociology at the London School of Economics and Political Science. He was awarded the Meritorious Service Medal in 2010.
Caitrona Heinl joined the Centre of Excellence for National Security (CENS) at RSIS as Research Fellow responsible for cyber-related matters in October 2012. She has published peer-reviewed articles and policy advisory reports on topics that include international and regional cooperation, country case studies, national security implications of emerging technologies such as cyber capabilities and increasingly autonomous technologies, public-private partnerships, and cyber defence. She currently holds a non-resident international fellowship with the ASPI International Cyber Policy Centre, Canberra. Caitrona previously led the Justice and Home Affairs policy group and Justice Steering Committee at the Institute of International and European Affairs (IIEA), Ireland. In this position, she covered transnational crime, fundamental rights, data privacy and data protection, police/judicial cooperation, counter-terrorism, international security and cybercrime. She qualified as a U.K. trained Solicitor (nonpractising) and she is admitted as an Attorney-at-Law in New York. She holds an MPhil in International Relations from the University of Cambridge. She graduated in both commerce and law at University College Dublin and the Leopold Franzens University of Innsbruck Austria with First Class Honours.
Christian-Marc Liflnder assumed his duties as a Deputy Head for Policy at the Cyber Defence Section of the Emerging Security Challenges Division at the NATO Headquarters in November 2015. Prior to this Liflnder served as a Policy Advisor at the Cyber Defence Section of the Emerging Security Challenges Division. Before joining NATO International Staff, Liflnder served a career in the Estonian Ministry of Defence. He held several executive and senior advisory level positions early in his career, including serving as a Deputy Undersecretary for Defence Policy, a Director of Policy Planning, and an Adviser to the Minister of Defence. Liflnder also served as a Defence Counselor at the Embassy of the Republic of Estonia in the United States and a Defence Counselor at the Delegation of the Republic of Estonia to NATO. He earned a B.Sc. from United States Military Academy, West Point and an M.A. from Georgetown University in Washington, DC. Mr Liflnder has been awarded with Estonian Defence Forces Distinguished Service Decoration as well as Distinguished Service Decorations of the Estonian Ministry of Defence (gold and silver).
