EU membership provides member states with a new perception of their place in the world; their foreign policies very much influenced by their involvement in the politics of Brussels. The candidate countries also go through the same experience. The membership prospect however, presented a serious challenge to Turkish foreign policy and it was obvious from the moment Turkey was declared as a candidate country in 1999 that its membership perspective was linked to the solution of problems in its domestic and foreign relations. In this book, zlem Terzi examines the influence of the European Union on the making of Turkish foreign policy since it was declared a candidate country. By comparing an issue specific analysis alongside an actor-based focus, Terzi questions whether such a transformation in the self-perceptions of Turkish policy makers is actually taking place, and whether the policy making process with respect to foreign policy issues expands to include new actors, like the civil society, thus democratizing the way foreign policy is made. Case study rich and packed with interviews with actors involved in policy making in Brussels and Ankara, this book enables the reader to correctly discern the factors that make the Turkish case unique and to reveal whether certain aspects of Turkeys pre-accession process are not as unique as we think. I would like to thank Professor Faruk Snmezolu, Dean of the Faculty of Political Sciences, Istanbul University, for his encouragement to younger colleagues to lead their own research projects. The Istanbul University Research Fund has supported the research undertaken for this book for three years as a Project (No. 601/15122006). Parts of this book have previously been presented at several national and international conferences and workshops. The preliminary findings of the research project were presented in 2008 at the Second Global International Studies Conference in Ljubljana and appeared as the chapter The Influence of the EU on the Making of Turkish Foreign Policy in the book The United States and Europe in a Changing World edited by Roger Kanet and published by the Republic of Letters in 2009. A very brief summary of Europeanisation of Turkish Political Parties and Foreign Policy is to be published in the chapter Europeanisation of Political Parties and NGOs in Turkey which I co-authored with Selcen ner in a book that gathers presentations at the international workshop Re-conceptualising Turkey-EU Relations which took place in Istanbul on 910 October 2009.
A significant part of the research project was based on the interviews carried out with practitioners working on Turkeys EU agenda and Foreign Policy. I would like to thank members of the Foreign Ministry working in the Departments of Policy Planning and European Union and in Turkeys Permanent Delegation to the EU, also officials from the Secretariat-General for EU Affairs, and representatives from TSIAD, TOBB, IKV, and IHOP for sharing their experiences, thoughts and comments with me on the work undertaken within this project.
