At this Research Unit of the Max Planck Society we have been studying for some time, beginning in 1984, the perceptions, including normative, strategic, and imagined perceptions and self-perceptions, which can be identified in the East and in the West, with respect to the long-range political goals of the other side.
From the start it was the goal of the project to contribute towards the removal of exaggerated enemy images and mutual fears based on misunderstandings and misperceptions of the intentions of the other side. Recent changes in Eastern Europe have made it necessary also to include the study of exaggerated friend images. These could also lead to misperceptions, false expectations, grave disappointments, and political instabilities.
In the course of the project we convened an international workshop on Western perceptions of long-range goals of Soviet policy which was held at Ringberg Castle in November 1987. In keeping with the subject matter, representatives of Western countries were invited. 27 scientists, scholars and diplomats from nine countries attended. The proceedings, containing the papers presented and the transcription of the very illuminating discussions, were published.
They contain highly interesting results which are summarized in the Preface to that volume.
Initially, we had planned to invite to that meeting not only representatives of the USSR, the United States and the Federal Republic of Germany, but also of the other European countries. At a preparatory meeting of the organizing committee, with U.S. and Soviet participation, it was decided, however, that it would be better to clarify first the mutual perceptions of the two leading powers of the two alliances, i.e. of the USSR and the United States. To bring in the special interests, views, and problems of the other countries in Eastern Europe, Western Europe and in the neutral and non-aligned countries of Europe right from the beginning would make the start of the discussion too complex and too confusing, it was felt. Therefore, it was decided to postpone to a later stage the participation of representatives of these other countries.
This later stage came in March 1990. Of course, the European situation was still very much in a state of transition. We could not hope to obtain in one go a valid survey of European perceptions of long-range goals. Two steps were considered necessary; A preliminary workshop should collect and classify the views, perceptions, schools of thought that were becoming distinguishable in Eastern and Western Europe as well as in the two German states. This collection and classification was to pay particular attention to the arguments, ideas and perceived goals on which these views, perceptions and schools of thought seemed to be based. It was to be tried to distinguish, and take into account, perceptions of national roles, regional roles, and global roles.
As in our previous conferences, it was not our purpose to predict what will happen, or to recommend what should be done. The purpose was just to supply a description of the various ideas, views, perceptions, self-perceptions, schools of thought that could be observed in various parts of Europe regarding the future; of the various goals proclaimed, of the obstacles seen, of the implications involved, and of the potential consequences of which decision-makers should be aware. After all, this is the material from which future East-West relations, and in particular the European House, will have to be built.
This workshop took place at Ringberg Castle, March 26 to 30, 1990. Scholars from Bulgaria, France, Hungary, Italy, the Netherlands, Poland, Romania, the Soviet Union, Switzerland, the United Kingdom, the United States, the German Democratic Republic, and the Federal Republic of Germany participated. The meeting was very informal. It succeeded, I believe, in collecting views and perceptions, with their correlations and interconnections, that will have to be taken into account when structures for the future role of Europe within the global context are planned. This collection of views and perceptions is reproduced in this book.
