Preface
This book was written while its three authors were lecturers at the University of Manchester. Raymond Plant and Harry Lesser were members of the Philosophy Department and Peter Taylor-Gooby a member of the Department of Social Administration. There has been a long tradition of co-operation between the Department of Philosophy and the Faculty of Economic and Social Studies in the University and the authors hope that this book makes a reasonable contribution to that tradition. Recently, co-operative work of this sort in Manchester has been fostered in a series of seminars held in the convivial surroundings of Hillel Steiners home, and the authors are grateful to Hillel and Miriam for providing an atmosphere so conducive to both work and enjoyment. Most of the chapters of the book were originally tried out as papers at this seminar and subjected to very searching criticisms. Of course, the authors are responsible for their failure to respond more adequately to the points that were argued against them.
Raymond Plant also owes a special debt to David Braybrooke of Dalhousie University, a man with considerable experience of working in these fields, with whom he discussed the notion of need at some length on two of Professor Braybrookes visits to Manchester.
The book falls into three parts, although there is a central theme running through the whole volume. The first part, after an introductory chapter on the role of political philosophy in debates about social policy, is devoted to an extensive discussion of the concept of need and its relation to wants and desires. The second part deals with the way needs are (or are not) expressed through political and social processes. The final part deals with the role of community in thinking about welfare.

Political philosophy and social welfare
Narrowly defined, social administration is the study of the development, structure and practices of the social services. Broadly defined, it is an attempt to apply social scienceincluding philosophyto the analysis and solution of a changing range of social problems. It must be taught in both of these senses if it is to be of any value.

This book attempts to apply some of the insights derived from political philosophy to the study of social welfare. Political philosophy has traditionally been concerned with questions of citizenship, rights, duties, forms of government, political obligation and the nature of civil society rather than issues of need, of social service provision and of state responsibility for the welfare of the community. Yet perhaps the most striking feature of presentday society is the massive political and economic weight of the state, and its growth has been one of the most significant trends in recent history. The most important single aspect, whether measured by expenditure, by number of personnel or by volume of legislation, and the most impressive continuing growth area of the state, is its social welfare activities. The study of these activities may legitimately claim a place on the agenda of political philosophy.
