I am pleased, for several reasons, to write the foreword to this volume of essays on Britains international policy since the war. It includes a large number of essays on the post-war decade, a period of endless fascination when Britain, despite its relative decline compared with other powers, had a key position in Western Europe, Africa, and the Middle and Far East, and had enormous importance in the reshaping of world affairs. There are a number of contributions here in the field of intelligence, a neglected area for post-war historians until a few years ago but one vital to a proper understanding of events. The volume also draws together some established scholars and officials with a number of young researchers, from Britain and elsewhere, who are only beginning to make their mark on our thinking about the post-war world. Most importantly for me, however, almost all the contributors to the book, including both editors, have been colleagues and friends for several years. They include two of my former research students whose work it is particularly satisfying to see in print. Together, the contributors have exploited the wealth of evidence now available in the Public Record Office and other archives to produce a series of wide-ranging and stimulating essays which underlines the strength of scholarship in the field of British international history in the 1990s.

Transcripts from Crown-copyright records in the Public Record Office, Kew, Surrey and the India Office Library and Records, Blackfriars, London, appear by permission of the Controller, Her Majestys Stationery Office. Quotations from the Liddell Hart Centre for Military Archives, Kings College, London, and from the Avon papers, Birmingham University Library, appear by kind permission of the trustees.
A number of grants from foundations and research councils facilitated this study. These included the British Academy, the Economic and Social Research Council (ESRC), the Nuffield Foundation and the Harry S. Truman Library. The contributors also would like to take this opportunity to thank the many archivists and librarians who assisted them during research for the papers contained in this volume.
Finally, in a previous book, Richard J. Aldrich made an erroneous reference to Alec Cairncross. Sir Alexander Cairncross KCMG is a man of unquestioned integrity with a distinguished record of public service and Dr Aldrich is happy to take this opportunity of apologising to him for the error.
