Conceived of and sponsored by the American Society for Public Administration (ASPA), the ASPA Classics Series publishes volumes on topics that have been, and continue to be, central to the contemporary development of the field. This ASPA classic volume is designed to fill a much-needed gap in the public administration leadership literature. Although a substantial body of work on leadership exists, it is scattered and only loosely connected. Indeed, leadership theory and research have suffered significantly from the fragmentation of the field. For the first time, in this volume, the authors bring together significant contributions to the public-sector leadership literature in a coherent fashion. It is hoped that this compilation will provide students and scholars with a resource that allows them to view conceptual, historical, and intellectual relationships more easily.
The value of the volume for scholars and libraries, then, is that these materials fill a large gap in the administrative leadership monograph literature. Although such a literature does exist (see Van Warts assessment of the field in ), it is largely specialized or narrowly focused. The drawing together of the various theoretical strands (which occurred in the mainstream literature in the 1990s) is only now beginning to occur in the public-sector arena. The literature assembled here, along with the comprehensive overviews of the subareas, should help this cause. Indeed, it is hoped that scholars may see the gaps in the literature more clearly with this compilation.
The value to instructors teaching various public administration classes should also be substantial. Classes in administrative leadership have been almost entirely dependent on the private-sector literature. Management classes have had to resort to broad theoretical treatments or hypothetical case studies instead of materials discussing the concrete elements of leader-manager effectiveness. Organization theory and behavior courses can be enhanced through a more comprehensive treatment of the subject of administrative leadership. Edited volumes are not generally intended as primary texts, but the substantial introductions provide an ample overview to the field and the sequential nature of the materials provides excellent structure for the instructor who chooses to use it as such for a course or a portion of it. The text will find more use at the graduate level but should be quite accessible to upper-division college students as well.
