This book is based on a set of Stimson Lectures, delivered at Yale University in April 2019. I was invited to give them by Ian Shapiro, Sterling Professor of Political Science and Director of the MacMillan Center at Yale. I am deeply grateful to him, not only for honouring me with the invitation but for his wonderful hospitality and for the stimulus of his ideas and criticism. A number of other distinguished professors at Yale were generous enough to attend the lectures and to give me the benefit of their criticisms. Schuman Declaration proposes that France and Germany pool their coal and steel production.

Treaty of Paris establishes the Coal and Steel Community.

1955

Messina Conference of the six members of the Coal and Steel Community reaches agreement on a customs union.

1957

Treaty of Rome establishes European Communities, to come into force in 1958.

1959

European Free Trade Association is set up comprising seven member states not in the European Communities, including Britain.

1960

April. Blue Streak nuclear missile programme abandoned, replaced by U.S.-led Skybolt.

1960

May. Breakdown of summit conference.

1961

Prime Minister Harold Macmillan opens negotiations on British entry into the European Communities.

1962

September. Labour Party leader Hugh Gaitskell opposes British entry into the European Communities.
