The School Development Program model is a unique outgrowth from previous social theories. Comer's training gave him a deep understanding of individual and social psychology, community health, and psychiatry. Synthesizing and expanding these disciplines, he created a strong and novl theoretical framework for educational reform.

All children are at risk today. More homes are broken, more are led by single mothers, more have two parents away at work. For children to develop healthily, well-functioning adults must be available and attentive to them at all times. In the SDP school, the adults work creatively and enthusiastically with each other and with the children, setting a powerful model for the children's attitudes toward school, society, and the future.

In the past, university schools of education have responded to many theories and philosophies. The SDP is a compelling new influence. The partnership of the SDP, Southern University at New Orleans, and the New Orleans Public Schools offers striking proof that teachers and students from kindergarten through grade 16 can combine forces to teach and learn creatively in the real world. After the formation of the New Orleans partnership, two more partnerships came into being: the SDP, Cleveland Public School District, and Cleveland State University partnership; and the SDP, San Francisco School District, and San Francisco State University partnership. As more universities join SDP schools in this exploration, their unique partnerships will define and solve problems in novel and invigorating ways
