- While potatoes are cooking, put 1 of water in a pot with a steamer insert and steam broccoli for 3 minutes or until tender and bright green. Drain.
- Transfer potatoes to a bowl and mash with salt and milk.
- Coat a 9 pie dish with olive oil and transfer the potatoes to the dish. Press the mashed potato into the pie dish. Brush the potatoes with olive oil.
- Bake for 30 minutes or until browned lightly.
- Place broccoli, onions, and cheese on the potato. Whisk the rest of the ingredients together in a bowl and pour over the broccoli.
- Bake for 35 minutes or until puffy.
