About this Book
The sexual behaviour of children and young people is frequently inappropriate; sometimes concerning; and, less frequently, harmful. Yet professionals who are confident when working with problems such as challenging or offending behaviour often lose this confidence when faced with behaviour that has a sexual component. To some extent this is because a wide variety of initiatives reporting varying levels of success has contributed to a piecemeal development of risk management strategies and treatment methodologies. Rather than compare approaches or critique methodologies, this book sets out the practical application of a strengths-based approach to safety assessments and the development of safe care plans.
Whether the worker is a primary school teacher faced with a child who follows other pupils into the toilet and touches their private parts, a foster parent who discovers that her fourteen-year-old foster child has stolen her knickers from the washing basket or a social worker who is asked to deal with a young person in a residential home who has sexually assaulted younger children, this book will help that worker develop a language for talking about the behaviours, assess levels of risk and safety, and manage it through the development of safe care plans.
Using strengths-based approaches to working with children and young people, the book offers effective and creative ways of developing responsibility-taking and safety with those who deny, minimise and rationalise their behaviour, children who are both abused and abusers, and those with learning difficulties. Guidance is provided on how to talk with children and young people who may be difficult to reach because of embarrassment, shame and fear of the consequences of their behaviour. The development of safe care plans, for the home and/or school, is detailed, concentrating on areas of communication, supervision, and supportive networks. The book highlights the importance of working with families and networks, and any concomitant challenging behaviours to ensure that children develop both sexual safety for others and emotional and sexual safety for themselves.

Myths, Realities and Possibilities
The Legal Framework
The legal framework for work with children and young people with harmful sexual behaviour was initially set out in the Children Act 1989, which required services to be provided to meet the needs of this group of young people, as children in need, under Section 17 and Schedule 2 of the Act. The first piece of guidance which specifically made reference to children and young people with harmful sexual behaviour was the second edition of Working Together under the Children Act 1989 (Department of Health 1991), which recommended that child protection procedures should be followed with the convening of a child protection conference followed by a review on completion of a comprehensive assessment. This was swiftly followed by the semi-formal guidance set out in The Report of the Committee of Enquiry into Children and Young People Who Sexually Abuse Other Children (National Childrens Home 1992), which provided a more comprehensive picture of how young people who were engaging in harmful sexual behaviour were being managed in the UK.
