Richard Common is a Lecturer in public management and Head of Organizational Behaviour and Human Resource Management in the Business School at Hull University in the United Kingdom.

In compiling this book, I have benefited enormously from conversations over the years at Economic and Social Research Council sponsored seminars with David Marsh, Charles Raab and David Dolowitz, with colleagues in the Department of Politics at the University of York, particularly Keith Alderman, and, with five of my PhD students, Richard Common, Pedro Flores-Crespo, Oscar Huerta Melchor, Stella Ladi and Khariah Mokhtar. The Departments MA in Public Administration has also proved to be an important forum for the development of ideas on the study of policy transfer, thanks to the high quality of student participation. I also owe intellectual debts to Jonathan Davies and Philip Cemy. Several of the chapters in this volume refer to collaborative work that I completed with Jonathan in 1998 and 1999 on policy transfer. In particularly, I gratefully acknowledge the influence of his ideas on the importance of validation in policy transfer analysis and in the formulation of my methodological arguments. also draws on collaborative work that Phil and I have conducted on the rise and development of the competition state in the United Kingdom (1999; 2003; and, 2004) and, thus I acknowledge a huge debt to his exhaustive work in this area.

My debts to all of these people are considerable. However, I would particularly like to thank Jim Buller and Rob Hulme for their input at the beginning of this project. Jim provided me with some insightful commentary on early versions of two of the case study chapters and conversations with Rob have helped to shape some of my thoughts on the structure of the volume.
