PREFACE
Scholars have extensively studied federal American Indian policies and policymaking but few researchers have focused on state administration. Despite the importance of state-Indian relations, most of the existing stuies are historical surveys of American Indian populations of a particular state which tell little if anything about the formulation of state governmental policies.1 The present study grows out of my earlier research on the Iroquois Indians in the twentieth century that led to the publication of The Iroquois and the New Deal (1981) and The Iroquois Struggle for Survival: World War II to Red Power (1986).2 In these previous monographs, I consciously attempted to provide Iroquois-centered analyses of shifts in federal Indian policies and chose to base my conclusions on my analysis of documents in government and private archives as well as on interviews and fieldwork in Iroquois communities. In sharp contrast, Formulating American Indian Policies in New York State: A Public Policy Study has an Albany-centered focus, although I retained a similar methodological approach by continuing to do archival research as well as interviewing and fieldwork.
In 19851986, I was a senior fellow at the Nelson A. Rockefeller Institute of Government in Albany where I studied New York State-Iroquois relations. Out of this research came a lengthy report submitted in September 1986 to the governor of New York State and to American Indian nations.3 The present study, no longer a report, is an expanded and revised analysis of state Indian policymaking up to January 1987. This book is a descriptive analysis of how New York State government formulates American Indian policies both at the statewide and agency levels. I have not attempted to draw theoretical assumptions or offer exhaustive comparisons with other states. My major objective is to present a base, rather than provide "all" the answers or even cover every state agency's involvement
