Preface
In 1974, as part of a centennial commemoration of Herbert Hoover's birth, the Hoover Presidential Library Association sponsored four seminar-conferences participated in by some seventy-eight scholars from sixty-eight institutions of higher learning in the United States and Canada. The first of these conferences, held in February, focused on those aspects of Hoover's public career that related to the First World War and the postwar peace settlement. The second, convening in April, examined his activities as secretary of commerce, 192128. The third, in June, dealt with selected aspects of the Hoover Presidency, 192933. And the fourth, meeting in October, considered Hoover's post-1933 role as an "elder statesman." In each case the conference was built around a series of scholarly papers prepared by historians and political scientists interested in particular aspects of Hoover's career and subjected to critical scrutiny by discussants and other participants. In each case, also, there were approximately thirty persons in attendance, a group small enough to allow for an informal exchange of ideas. Most of the sessions met at the Hoover Presidential Library in West Branch, Iowa. Those that did not were held in Iowa City, some on the University of Iowa campus and some at the Highlander Supper Club.
